Parliament voted on Wednesday to extend the state of special legal order in view of the war in Ukraine.

The law on special legal order, expanded to include humanitarian catastrophe and war in a neighboring country, was approved in priority procedure with 116 votes in favor and 43 votes against.

It aims to ensure that the government has all the tools needed to help peop le fleeing from the war and protect the country from its unfavorable economic effects. It is to remain in effect until 1 November, 2022.

Hours after parliament approved an amendment to the constitution determining armed conflict, war, or humanitarian disaster in a neighboring country as causes of a state of emergency, the government first declared such a measure at the end of May.

In a Facebook video announcing the war-related special legal order, Prime Minister Viktor Orbán said that the government needs to be able to make decisions and act swiftly. The state of emergency, similarly to that introduced during the pandemic, will make it possible for the government to react quickly and to use “all methods at its disposal” to protect Hungary and Hungarians, he said.
