In the first three quarters of 2025, the central government deficit was HUF 1,366.6 billion, while local governments and social security funds had surpluses of HUF 116.9 billion and HUF 30.8 billion, respectively.
In the third quarter of 2025, the central government deficit was HUF 831.6 billion, local governments had a surplus of HUF 19.8 billion, and social security funds had a surplus of HUF 57.3 billion.
Compared to the same period of the previous year, the balance in the third quarter of 2025 was HUF 95 billion, or 0.2 percentage points, less favorable. Revenues increased by HUF 529 billion, or 6.3 percent, while expenditures rose by HUF 624 billion, or 6.8 percent.
According to preliminary data, the government sector deficit was HUF 1,219 billion, or 1.9 percent of GDP, in the first three quarters of 2025. Government sector revenues were HUF 27,585 billion and expenditures were HUF 28,804 billion. Compared to the same period in 2024, the balance is HUF 1,142 billion, or two percentage points of GDP, more favorable than in the same period of the previous year.
Revenues increased by HUF 2,241 billion (8.8 percent). The largest contribution to this growth came from production and import tax revenues, which rose by HUF 794 billion (7.8 percent).
Income and wealth tax revenues exceeded the previous year’s figures by HUF 624 billion (13.8 percent). Social security contributions rose by HUF 569 billion (9.2 percent). Other revenues increased by HUF 253 billion (5.7 percent), based on the report.
Expenditures rose by HUF 1,100 billion (4.0 percent). The increase was HUF 617 billion (10 percent) in the case of employee income and HUF 446 billion (6.7 percent) in the case of cash social benefits.
Current production consumption exceeded the same period in 2024, by HUF 164 billion (3.4 percent), while other government sector expenditures exceeded it by HUF 389 billion (7.5 percent). Interest expenditures fell by HUF 432 billion (14.4 percent). Gross fixed capital formation was HUF 85 billion (4.5 percent) lower than in the same period of 2024, according to the Hungarian Central Statistical Office.
